Green Pass Italy Compulsory, Fines and Controls

Mandatory Green Pass in force throughout Italy. It would also apply to schools, universities and intercity travel such as trains and aircraft carriers starting September 1st. From 6 August, the search for green certificates for entrances to places such as restaurants, bars, cinemas, theaters and museums began. Anyone who does not respect the rules will be fined from 400 to 1000 euros. If the violation is repeated three times on three different days, businesses can be closed for 1 to 10 days.

With the decision taken, it was specified that the scope of the Green Pass Card will be further expanded starting from 1 September, and will be made mandatory for teachers, school staff and university students at the beginning of the new academic year. It has been specified that teachers who do not present the Green Pass card will not be able to work and will not be able to receive a salary if they do not present the card within five days. Furthermore, starting from that date, the Green Pass Card will be mandatory for passengers on intercity trains, airplanes, ships and buses. The certificate of passage has already aroused protests throughout Italy, while the Minister of Health Roberto Speranza said that the measure “will prevent closures and protect freedom”.

Activities for which Green Pass is required

– Catering services carried out by any establishment for consumption at the table indoors;

– Shows open to the public, sporting events and competitions;

– Museums, other cultural institutes and places and exhibitions;

– Swimming pools, swimming centers, gyms, team sports, wellness centers, even within accommodation facilities, limited to indoor activities;

– Festivals and fairs, conferences and congresses;

– Thermal centers, theme and amusement parks;

– Cultural centers, social and recreational centers, limited to indoor activities and with the exception of educational centers for children, summer centers and related catering activities;

– Activity of gaming rooms, betting rooms, bingo halls and casinos;

– Public competitions;

Fines and Sanctions

In the event of a violation, a fine of from 400 to 1000 euros may be raised both for the operator and for the user. If the violation is repeated three times on three different days, the exercise could be closed from 1 to 10 days.

The owners or managers of services and activities for which access is required with the obligation of the Covid-19 green certification are required to check the documentation with the Verification C19 App, active since the end of June, which verifies the authenticity and verifies that the the holder has the necessary requirements. It is completely free and downloadable on mobile devices from the Apple Store, the Google Play Store and the Huawei AppGallery. Verification of certifications can also take place without an Internet connection. This was indicated in a joint note by the ministries of health, economy, technological innovation, commissioner structure and Sogei.

The Verification C19 App can be used by everyone in a simple way through the smartphone to check the validity of the Green pass required in Italy to participate in parties for civil and religious ceremonies, access nursing homes or other facilities, move in and out from territories classified in “red zone” or “orange zone”. The auditors just need to frame the QR Code of the Covid-19 green certification, which can be shown in paper or digital format, and make sure of the validity and identification data. The App complies with the European version and reduces the number of data that can be viewed by the operator to minimize the information processed. To protect the privacy of citizens, the personal data of the certification holder are not stored by the APP on the verifier’s device. The validity of the Covid-19 Green Certification for traveling to Europe will also be indicated in the next updates of the Verification C19 App.
