History has witnessed processes that have led to the rise of monarchy. One was the wars fought to possess fertile lands and trade routes. Octavian’s (Augustus) military successes led to the formation of the title of emperor and the establishment of a monarchy.

Opposition movements that began in the 19th century accused monarchies of political corruption, social injustice, and being the cause of economic backwardness. And they transformed monarchies into an image of an outdated system. Although some of these monarchies remained the head of state and the emblem of state authority, they gave their political power to the parliament. Therefore, while the monarchy functioned as a unifying and symbolic head of state that performed ceremonial duties, monarchical traditions and ceremonies became symbolic national entities that symbolised historical continuity. Today, one of them carries the flag in the front.

Today, Italy is a multi-party parliamentary republic, having left the monarchy behind, with a political system based on the 1948 Constitution. As head of state, the President appoints the Italian government according to the results of democratic elections. The government, which has executive power, consists of the Council of Ministers headed by a Prime Minister. Legislative power is exercised through the Chamber of Deputies in Palazzo Montecitorio and the Senate in Palazzo Madama. Parliamentary elections are held every five years. The electoral system is a mixture of majority and proportional representation.

The monarchies have expired, and the kings who became symbolic figures left their political power to the parliaments. However, today, we have come to the point where the kings have started to emphasise the value of democracy in the parliament.

King Charles chose the peninsula to celebrate his wedding anniversary with his second wife, Camilla. His colourful travel programme stretched from Umbria to Ravenna and Dante. The Italians’ love for Queen Elizabeth, especially the tragically departed Princess Diana, is well known. The words of Charles III, the representative of the oldest parliamentary monarchy, are now engraved in the Italian memory of England. The king chose the parliament to make his speech instead of the presidential or prime ministerial palace.

What did King Charles III say in his speech to the common assembly, and why did he quote Dante?

“We are two peoples and two nations whose history is linked to each other and the history of the continent of Europe. Italy and the United Kingdom are united in defence of democracy. Great Britain and Italy are united in defence of democratic values.”

King Charles III reminded us of democracy’s founding values in his speech to the Italian Parliament. The ruler of the world’s oldest democracy clarified that democracy is the value that unites England, Italy, and Europe, which England still believes it is a part of despite Brexit. These words were uttered at a time when democratic values ​​were being pushed to the background, autocracy was on the rise, and justice was being ignored.

Let’s remember the Magna Carta of 1215, prepared against the absolutism of kings and carefully preserved in the British Museum in London. This document states that even kings are not above the law, that they cannot levy arbitrary taxes, and that citizens have the right to a fair trial. However, these values ​​seem to have been forgotten today. And a voice reminds us of these values…

King Charles left room for hope as he concluded his speech: “Whatever difficulties await us, we can overcome them together. And when we do, we can say, with Dante: And then we went out to see the stars again.”

 If the alternatives are single-person authoritarian governments that work for their interests and those of their circle and advance along the lines of power and interest, God bless the king and his respect for constitutional freedoms.
